Medición del desempeño institucional y creación de valor público en gobiernos locales

La medición del desempeño institucional en los gobiernos locales constituye un desafío debido a que los indicadores administrativos y financieros no siempre reflejan de manera integral los beneficios generados para la ciudadanía ni la creación de valor público. El objetivo del estudio fue analizar la relación entre la medición del desempeño institucional y la creación de valor público en gobiernos locales. Se aplicó un enfoque cuantitativo, con diseño no experimental, longitudinal-retrospectivo y alcance descriptivo, correlacional y explicativo, mediante revisión de informes institucionales, rendiciones de cuentas, ejecuciones presupuestarias y estudios científicos; además, se emplearon análisis de componentes principales, análisis envolvente de datos, correlación de Spearman, regresión múltiple y agrupamiento de k-medias. Los resultados evidenciaron bases de análisis de hasta 1.470 municipios, 16.057 contratos públicos y 79 municipios observados durante cinco años, mostrando que la eficiencia dependió de capacidades organizacionales, tecnológicas y administrativas, mientras que un alto desempeño no garantizó por sí mismo mayor valor público. De este modo, la evaluación integral debe incorporar eficiencia, cumplimiento de metas, calidad de servicios, satisfacción, participación y confianza ciudadana.
